    this raises standards eg grades

    • skills are useless for the economy
    • private schools are better as they are answerable to parents

    the working class go to local schools which could be failing
    middle class shave the money to pay for the private schools transport
    middle class shave a selection by mortgage as they can move near to a better school
    w/c may not have the internet to look at league tables and Ofsted reports
    cultural deprivation - cant understand things
    parents do not have much control or choice
    schools have the ultimate choice
    lack of funding
