  • Advantage - wide range
    • Wide ranging can reform areas of law in ine act
    • Easier to find law
    • E.g theft act 1968 reformed all the law om theft.
    • Changing the law by precedent can only make small changes. They can onlynrule on the point of law they are deciding
  • Advantage - broad policy
    • set broad policy
    • gives power to others to make detailed rules
    • general structure laid down by parliament
    • allows greater detail
  • Advantage - consultation
    • Before a bill is introduced there is consultation on the proposed changes of law
    • Gov can consider support or objections to it
    • Green + white papers make sure the proposed law receives consultation
  • Advantage - democratic:
    • parliamentary law is made by democratically elected representatives
    • Parliament is answerable to electorate
    • There has to be a general election
    • Gov can be voted out by the electorate if it doesn’t meet expectations
  • Disadvantage - lack of time
    • Parliament doesn’t have time to deal with all reforms suggested
    • Especially in technical areas of law
    • Law commission proposed changes on non fatal offences act as it was outdated
    • A draft bill was published still not been reformed
  • Disadvantage - long process
    • Has many stages
    • Takes several months
    • Bill can be altered several times
    • Final act won‘t be as clear and comorehensive
  • Disadvantage - gov controls:
    • little time given to private member bills
    • private bill can be easily voted out
    • Not many private bills become law even if they are important
  • Disadvantage - complexity:
    • Very long and complex
    • Difficult to understand
    • Many appeals are about interpretation of acts
    • Detailed rules are needed not always possible to include them
    • Necessary to give power to people to make them detailed
