  • it is democratic
    because legislative process has HOC
    they are elected mp's
    they represent public views/opinions
    create manifests based on public needs
    these become laws
    this allows for all parties to take part
    all views are represented
    however HOL are unelected --> undemocratic
    don't represent public views
    also MP's may not care about important bills only getting more votes
  • very through
    includes a second and third reading
    bill is debated and scrutinised
    allows MPS to ensure the bill has no loopholes
    also decide if it is needed and how it'll affect the people
    furthermore, the whole house is involved, and more opinions are represented
  • slow process
    the HOL are empowered to delay bills for 1 year (1 month for finance bills)
    if the bill is urgent it can hinder gov's ability to address the issue
    lead to public frustration --> loss of trust in the system
    however, parliament can use Parliament Act 1911+1949 to skip HOL but the bill will repeat the process
  • undemocratic
    bill has to pass through the HOL which are unelected house
    they can make amendments and changes to bill
    these will not represent the interests of the people
    this means if bill is highly favoured by the people it may change
    cause frustration and lead to lack of trust
    however HOL can be skipped and the HOC does not have to accept any changes made
