  In order for society to operate safely and efficiently a large number of rules and regulations are needed. Parliament does not have the time to deal with the detail needed for most statutes.

  It is impossible for Parliament to have all the knowledge needed tomake detailed laws about highly technical areas such as technology and environmental issues. DL allows for such detail to be dealt with by experts in the various fields whilst Parliament debates the main principles.

  It would be very difficult for Parliament to deal with issues arising in localareas as they lack the relevant local knowledge. Local Councils would be better placed to deal with these.
