Disarmament

• Leading powers believed to be armed = best deterrent to being attacked.

  Very little progress made despite discussions.
• 1932-34 (Conference lasted 2 years)

  World disarmament conference included non-league countries e.g. USA and USSR.

  During conference Manchuria crisis occurred, Hitler came into power, Japan and Germany left league.

  Britain: offensive weapons not allowed, defensive weapons allowed, but how do you determine the difference.
