  • The main, short term reason for collectivisation, was the Grain Procurement Crisis. (1927-28)
    The government could not purchase enough grain to feed the urban workers because:
    • The peasants had reduced grain production due to low prices paid.
    • Some farmers were withholding their grain from the market in order to push prices up.
  • The government seized grain from the peasants.
    This was only a stop-gap measure though, they needed a long term solution, and this was collectivisation.
