  • Ebert needed to create a new constitution, as Germans were questioning the legitimacy of ebert and the SPD. as a result of this, he promised new elections and the devising of a new constitution (instituted august 11th, 1919)
  • Ebert had to deal with the proclamation of a Bavarian republic, so Kurt Eisner was assassinated in April 1919, causing socialists to establish the independent socialist bavarian republic, which was unsupported and short lived
  • there was no clear political mandate, as groups did not believe that the council of people's representatives had any mandate, suggesting they lacked legitimacy
  • Ebert faced the threat of a bolshevik revolution as experienced in Russia (1917), so he initiated the Stinnes Legien agreement, and the Ebert-Groener pact
  • the Ebert-Groener pact on November 9th was a deal between Ebert and Wilhelm Groener (Riechswehr high command) which agreed that the new civilian government will not disband, reform, or interfere with the Riechswehr in exchange for their backing against revolutions
  • the Stinnes-Legien agreement was an agreement between Hugo Stinnes (for employers) and Carl Legien (for the free trade unions) to create a social partnership system. they introduced the 8-hour working day as well as collective bargaining.
