  • Marketisation: process where services previously controlled by the state have govt or local council control reduced or removed instead becoming subject to the free market and supply and demand based on competition and consumer choice
  • Neo-Liberalism:
    1. state cannot meet peoples needs
    2. state education is one size fits all and disregards local needs
    3. consumers have no say so schools are naturally unresponsive and inefficient
    4. lower standards of achievement and less qualified workforce ensure less prosperous economy

  • Consumer Choice (Chubb and Moe 1990): State Education (US) fails to create equal opportunities, and specialist skills. Private schools have higher educational equality due to them being accountable. Large scale comparison of achievement and parent survey. Low income pupils do 5% better in private schools. Marketisation to create accountability
  • State Role in Education:
    1. imposes framework of success through Ofsted and league tables
    2. imposes national curriculum to socialise pupils into a single shared cultural heritage
