Local + National government

• The local government attracted investment to have the National Exhibition Centre (NEC) built on the west side of the city + investment to increase the size of the airport
• The development of these landmarks would hopefully attract major international exhibitions and conferences leading to greater economic growth
• The local and national government the established schemes such as the 'Single regeneration budget' (1994-2002) and 'City challenge' (early 90s) with the hope that these funds can be utilised to regenerate deprived areas
• These two governments also simultaneously established 'New deal for communities' which aimed to tackle deprivation from a neighbourhood approach; this included running work-experience programmes and upgrading broadband access
