What was the Issue?

• After WW2, the Japanese in Korea surrendered to the USSR north of the 38th parallel.

  Ussr refused to co-operate with new elections

  • Set up communist north government under Kim ii Sung.
• South voted in Syngman Rhee, both claimed right to rule Korea.
