• In wales, power was divided between around 50 semi-independent lordships and counties of the march, with their own judicial and administrative systems. the kings writ did not run.
• under E4, despite the making of a council to govern wales in 1471, there was chaos and disorder. H7 revived this council in 1493, and he had Welsh support as a result of his family links, meaning order was restored
• H7 rewarded Welsh support by appointing Welshmen into key positions in Wales. by 1495, only 6 marcher lordships were in private hands, the king now governed a larger proportion of wales than any previous monarch
