  • ruled by Lord Lieutenant and Lord Deputy. H7's authority was only felt in the Pale, a 50 mile long stretch of land. the rest of Ireland was governed by chieftains like the Geraldines
  • Henry revoked the Earl of Kildare's position as Lord Deputy and appointed the trusted Sir Edward Poynings as deputy (1494), with his main task being to control Ulster (most rebellious area)
  • Poynings' law decreed that an Irish parliament could only be summoned and could only pass laws with H7's approval. meaning no future laws could be passed without henry and the councils approval. all english laws automatically applied to ireland
  • Poynings stopped the summoning of an irish parliament that may support another pretender. BUT Poynings eventually failed and the rule over Ireland was eventually returned back to chieftains.
