  • The dawes plan was onalya partial relief, as france refused to exit the rhineland until the reparations issue was solved. the issue was handed to n international committee led by Owen Young
  • the young plan (1929) obliged germany to continue paying reparations but extended the payment until 1988, the total amount was also reduced from £6.6bn to £1.8bn, but the annual payment increased
  • all foreign responsibilities over reparations now ended, the responsibility was now solely on germany. in return, Britain and France withdrew all their troops from the rhineland by June 1930
  • alternatively, the young plan inflamed nationalist opinion, claiming the burden was being passed onto future generations. DNVP leader Alfred Hugenberg launched a campaign including other conservatives (e.g. nazis), ato draw up a "freedom law" which they demanded go to a referendum
  • the freedom law required repudiation of the war guilt clause, immediate evacuation of occupied areas, and ministers who signed the war guilt clause to be put up for treason.
  • they launched a petition that gained 4.135 million signatures, ensuring the reichstag would debate it and put it to referendum. it was defeated and rejected in the referendum
  • although it was defeated in the referendum, 5.825 million (13.8%) of the electorate voted for the freedom law, showing the right-wing's support. Hugenberg's leading role in the campaign made him a national figure
