  • The Professional Regulation Commission (PRC) is a government commission that oversees the regulation of professionals in different fields through enforcing regulatory policies and licensing of professionals and occupations under its jurisdiction.
  • The PRC was established in 1973 for the purpose of providing the country with reliable and competent professionals.

  • Informal learning refers to learning that has been acquired in addition or alternatively to formal learning, which may be structured and made more flexible according to educational and training arrangements.
  • Self-directed learning refers to learning activities such as online training, local/international seminars/non-degree courses, institutions/company-sponsored training programs, and the like, which did not undergo CPD accreditation but may be applied for and awarded CPD units by the respective CPD Council.
  • Professional work experience refers to any participation that a professional gains while working in a specific field.
  • The CPD is made as a mandatory requirement in the renewal of the Professional Identification Cards (PICs) of all registered and licensed professionals under the regulation of the PRC.
  • Registered and licensed professionals shall complete the required units every three (3) years of compliance period, a copy of the Matrix of Credit Units Required per Profession is attached, or as specified in their Professional Regulatory Law, or as provided by the PRB and the Commission through a Resolution that may be issued.
  • Any excess CUs earned shall NOT be carried over the next three-year period except for the credit units earned from doctorate and master’s degree or specialty trainings which shall only be individually credited only once during the entire compliance period.
  • The PRC already existed previously as the Office of the Board of Examiners by virtue of RA No. 546 on June 17, 1950 under the Civil Service Commission (CSC).

  • This provision refers to the principle of reciprocity, wherein for the registration/licensing of a foreigner, it is stated that in order for the Philippines to approve the the registration or authorize issuance of a certificate/license with or without examination to a foreign individual, that the country or state of the foreigner must grant the same privileges as those enjoyed by the citizens of such foreign state or country.
  • The Commission may, upon recommendation of the Professional Regulatory Board, authorize the issuance of a certificate of registration/license or a Special T emporary Permit to foreign professionals who desire to practice their professions in the country under reciprocity and other international agreements; consultants in foreign-funded, joint venture or foreign-assisted projects of the government, employees of Philippine or foreign private firms or institutions pursuant to law , or health professionals engaged in humanitarian mission of a limited period of time.
  • This is related to the principle of reciprocity.
  • The PRC was established as a national government agency on June 22, 1973 through PD No. 223, signed by former President Ferdinand E.
  • Credit units may be earned by professionals who participate in programs initiated by the PRC and the PRBs for the development of their respective profession, including but not limited to the crafting of IRR of newly enacted professional regulatory law or its amendments, upgrading of table of specifications (TOS), formulation of Career Progression and Specialization, formulation of Instructional Design for CPD of the concerned profession, and other similar programs, as may be approved by the CPD Council concerned.
  • In addition to the set of qualifications of CPD providers provided in Resolution No. 1032, Series of 2017, applicants for accreditation as CPD Providers for Medical Technology shall show that:
  • Local Provider:
  • A Sole Proprietor must be a registered medical technologist with an updated Professional Identification Card (PIC).
  • A Firm/Partnership/Corporation must have one of the partners as a registered medical technologist with an updated PIC.
  • 50% of the incorporators of the corporation should be registered medical technologists with updated PICs and that one of its purposes is to organize and provide CPD activities for medical technologists.
  • This requirement will not apply if the CPD activities are conducted as part of the HR Development plans and program to deliver quality service (e.g. hospitals).
  • Foreign Provider:
  • Same as Local Provider.
  • The maximum creditable units for self-directed and/or lifelong learning are as follows: RMTs: 15 CUs (Credit Units), ML T s: 10 CUs (Credit Units).
  • This provision does not apply to professionals working overseas during the compliance period.
  • The maximum creditable units added under subitem d of R.A. 10912 originated from this IRR.
  • The CPD Activities shall be divided into four (4) major areas to ensure a comprehensive CPD during the compliance period.
  • The Department of Health is responsible for determining the adequacy of the technical staff of all clinical laboratories and blood banks before they could be licensed with the Department of Health in accordance with R.A 4655 and 1517.
  • The Department of Health is also responsible for prescribing the qualifications and training of medical technologists as to special fields of the profession and supervising their specialty examination conducted by the professional organization of medical technologists accredited by the Professional Regulation Commission.
