• February A Remonstrance was presented to Parliament and Cromwell was offered the position of King
• The Protector was to name his successor
• An upper house of 40 was to be created. Offices of state and councillors to be approved of by parliament.
• Biennial parliaments and MPs only excluded by parliament.
• £1,300,000 yearly revenue to be granted . £1,000,000 for army and navy and £300,000 forgovernment
• Attractive proposition as came from parliament,the people therefore had validity
• Essentially was a new version of the tripartite system of King, Lords and Commons
• Religious settlement little different to Instrument of government
• Dissenting churches permitted out of state system. Catholics, Episcopalians, those who denied theTrinity were banned
• It was a conservative measure but it came from Parliament which gave it more legitimacy than the instrument.
