• The Council of State chooses the successor of the Lord Protector and has no more than 21 members no less than 13.
• The Lord Protector must call Parliament when England goes to war and must sign bills within 20 days to Parliament otherwise that bill automatically becomes law.
• Parliament has the power to change laws but not the I of G but it must give consent when in session.
