  • public bills - affect whole country - government bill, private members bill
  • government bill - government pass majority laws, ideas from manifesto promises, cabinet ministers or public protests eg juries act 1974
  • private members bill - put forward by backbench mps from any political party, 20 mps names drawn out of a ballot, given 10 minutes to explain their bill to rest of house, other mps may waste time through false argument (filibustering), sydney silverman - murder act 1965 death penalty
  • private bills - do not usually affect whole country - may be introduced to parliament by large company, local council or local corporation requiring act of parliament to build a new road or factory eg whitehaven harbour
  • drafting stage - idea written into legal terminology by parliamentary council, now a bill ready to present to parliament
