• article 48 could be used by the president in an emergency, and they could make a decision without the reichstag. due to the unsteadiness of the government due to proportional representation the president often used this, leading to the general public believing that one ruler, or dictator may be better
• Proportional representation meant there were more parties, meaning there was never a majority. Coalitions were formed, however these often fell apart, making the government feel very unstable
• Proportional representation also meant that smaller, more extremist parties could gain seats in the reichstag
