The tsar reluctantly signed the October manifesto, which did successfully put off any more protests fora while. However, though it momentarily pleased the people,the duma had no real power, as they weren't able to pass laws
After signing the October manifesto, tsar Alexander also released the fundamental laws which asserted his right to dissolve the duma whenever he wanted, and his right to rule Independently
In February 1907, the third Duma was elected with a majority of conservative deputies who were loyal to the Tsar. This meant that the liberals couldn’t get their reforms passed through parliament.
