    • compared poorly to france - 80% of children attended school
    • Italy - over 60%
    • Spain's literacy rate was around 70%
    • way below Britain, France and Germany where everyone was literate
    • Spanish gov invested in education
    • 1908-30 - built 500 schools a year.
    • Whereas, republican gov built 7,000 a year
    • monarchy was less committed to education than the democratic republic
