Removed control of African education from the Ministry of Education to the Ministry for Native Affairs
Removed state subsidies from mission schools so most were forced to close
Expanded the government-run system and set a limited vocational-based curriculum.
The Tomlinson Report
The Tomlinson Commission in 1956 reported on how the homelands might be developed. Its report reasserted that:
Homelands could never support more than two-thirds of their populations, and advised more land be allocated
Policies of betterment be developed to combat problems such as soil erosion; it was estimated that cost of this would be at least £100 million
The agriculture workforce be reduced; industrial concerns could be be developed just outside the borders and towns developed just within, so homeland residents could commute for employment.
