Gordon argues crime is seen as a working class problem and therefore justifies why there are so many arrests in this category. Law enforcement is selective: working class people who commit crimes are more likely to be caught & prosecuted. Marxists believe that by prosecuting certain groups within the working class, the bourgeoisie are able to divide and conquer: the different groups within the working class are mistrustful of each other. The ruling class will succeed if the working class is divided - by making people afraid of each other, they will remain divided.
