    Freedom, individualism, competition. State creates equal opportunity. people in need because they lack opportunity. Welfare is social safety net

    order, morality, tradition. State maintains social order. People are in need due to poor choices. Welfare is responsibility of family.

    Social welfare seen as primary institution of society. Everyone is entitled to a minimum of basic needs. No stigma attached.
  • Social Investment
    proactive stance. preventing social problems by including everyone. Removes barriers to provide equal opportunities
  • Residual Approach
    Gov assistance provided as last resort and is targeted. Highly stigmatized to discourage assistance
  • Tax Credits and Reductions
    only matter to the people paying meaningful amounts of income tax
  • Contributory program
    Ex. RESP- the more money you have the more money you get
  • Universal Cash Transfer
    Available to broad segments of the population
  • Targeted Cash Transfer
    Provide goods and services to a specific member of society. stigmatism attached

    intervene through social welfare programs

    Canadians are responsible for meeting their own basic needs
