  David Marsland agrees with Murray that the root of the problem lies with the family. He claims that Dave poverty is exaggerated in society and suggests that low income is a result of the state being too generous with benefits. He says:

  "The expectation that society, the state, the government, ‘they’ will look after our problems, tricks us into abdicating from self-reliance and social responsibly" (Marsland 1989).
