• Obstacles to becoming a dictatorship:

  1. Civil rights protected in constitution
  2. Germany was a federal system
  3. The Nazi's did not control the Reichstag
  4. The press could criticise the government
  5. Other parties opposed the Nazi's
• Goering's wealth and reputation as a fighter pilot meant that he had the respect of German aristocrats who were suspicious of Hitler
• As Minister of the Interior, Goering appointed 50,000 members of the SA as auxiliary police officers in Prussia
