  • Imposition of ship money was an emergency assessment raised on districts for defence and in 1634 Charles raised it to defend against pirate raids on the South Coast adn in 1635 extended it to the entire country
  • The emergency became permanent and a new rating system was introduced
  • By 1640 3200 people in Essex were eligible for tax subsidies but 14 500 were eligible for ship money
  • Burden of collecting the ship money placed on local sheriff which casued personal difficulties but between 1635-7 Charles rasied £190 000 per year
  • Non payment ran at 2.5% and there was much grumbling and dissatisfaction but until 1638 people paid
