The Financial Problem

• The Crown was dependent on Parliament to grant taxation but when Parliament was not sitting the Crown had to find alternative methods which did not jeopardise the goodwill of the JPs and other local officials on which he was dependent
• Responsibility of Richard Weston Lord Treasurer (1618-35) and he was unpopular due to his catholicism and his revenue collection methods
