  • To win the support of the elites, Franco ended land reforms, returning farmland to the landowners who had controlled it before the establishment of the Republic, and abolished workers' rights, appealing to industrialists
  • Despite banning the CNT and UGT, Franco introduced new state-backed organisations such as the OSE which represented all of the producers in each industry and allowed workers to negotiate with employers. This was a way to defuse opposition and allow Franco to control workers whilst creating the idea of national unity
  • There were divisions amongst the Nationalists about what kind of society they wanted to create. Between 1938 and 1942, Ramon Serrano Suner, leader of the Falange, played a key role in developing social policy in Spain and was critical of the Church
