  • President Grant had opposed Klan violence but in 1875 he declared the whole public tired out of racial violence during elections. He was keen to end the North's concentration upon the South and to effect a reconciliation with white Southerners.
  • His Amnesty Act 1872 - returning voting and office holding rights to 150,000 ex-Confederates. Radical Reconstruction had alienated most white Republicans in South, even though it had not greatly increased black power and influence.
