    parliament met infrequently in the start of his reign. he used it 5 times, he then realised the importance of keeping a good relationship with parliament. he needed Parliament to raise taxes. during the session of reformation, parliament held sessions once per year. it is argued that thomas cromwell wanted to use parliament in securing the break with rome. they could be summond or dismissed by the monarch
  • what did Henry VIII do to the contribution of the privy council?
    royal council became smaller (no more than 20 people) known as the privy council. made up of professionally trained beaurocrats and lawyers rather than nobility. these men came from humble origins and depended on the king for titles and promotions. ensured loyalty to the king. result was factionalism competition for the royal favour. council is reformed to one of professional administrators. individuals include wolsey , few changes to the governemnt but did reform the justice system through the star chamber.

    thomas more served as the chief minister briefly from 1529-32. he was given the task of securing henry VIII divorce but stepped down. moore was executed in 1534. cromwell served the king. he drafted the acts of parliament which secured henry VIII position as head of the church of england. some say he brought a revoloution to the government. increased importance given to the privy council. used to conduct the business of government in its daily workings.

    The role of the star chamber increased in importance to dispense cheap and impartial justice corruption in local government was to be rooted out. it was also used to challenge the power of the nobility. JPs appointed by the king, continued to be used to keep control of local government.

    Henry VIII avoided using the exchequer and treasury to manage national finances as these were too slow, instead the privy chamber was used as it was given more control day to day decisions about income and expenditur. Cromwell set up specialist courts to handle new revenues generated by the break of rome. e.g the court of augmentations held revenue from the dissolution of the monasteries. Finances managed with increasing specialism and greater efficiency
