  • Political Changes under Spanish Colonial Regime:

  • Taxation:
  • Bandala coerced natives to sell their harvest to the government at low prices

  • Caja de Comunidad was a tax for town expenses
  • Polo was dehumanizing labor where all healthy males aged 16-60 were required to render service for forty days

  • Falla was a fee given to Spaniards to be exempted from forced labor
  • The Abolition of Slavery:
  • Bishop Domingo Salazar and religious orders asked the King to abolish slavery in the colony
  • King Philip II issued the Royal Decree of August 9, 1589, emancipating all slaves in the colony
