    usually a country's main representative but a government is free to send any of its council to meetings. this means that usually the minister responsible for the topic of consideration will attend meetings of the council so the precise membership will vary with the subject being discussed e.g. health minister would attend meetings about the healthcare system

    the government of each nation in the EU sends a representative to the council.

    twice a year government heads meet at the European council or summit to discuss the broad matters of policy

    Ministers from each EU country meet to discuss amend and adopt new laws. there are no fixed members for this. member states take it in turns to provide the precedent of the council which lasts six months. for an idea to become law, it must be voted by the majority which is 15 countries
