Presidential Decree 1096, known as the National Building Code of the Philippines, was issued on February 19, 1977
The purpose of the National Building Code is to enforce uniform standards and requirements on building design, construction, use, occupancy, and maintenance to safeguard life, health, property, and public welfare
The original rules and regulations of the Code were issued on various dates in 1977-1979 through Memorandum Orders by the Ministry of Public Works, Transportation, and Communications
The Implementing Rules and Regulations (IRR) of the National Building Code were compiled by the Department of Public Works and Highways and subsequently approved
The revised IRR of the National Building Code includes additional provisions to update and amplify various existing provisions to be realistic and relevant in present times
The revised IRR rearranges the rules and regulations to follow the same sequence and numbering as those of the Chapters and Sections of the Code for clarity, continuity, and homogeneity
The revised IRR also includes Permit Forms relevant for the implementation and enforcement of the National Building Code
The efforts to realize the revised IRR were made by the National Building Code Review Committee, its Board of Consultants, and the National Building Code Development Office of the Department of Public Works and Highways
The publication of the revised IRR aims to contribute to a uniform and clearer interpretation and understanding of the National Building Code for its effective enforcement
