  • section 8 of the theft act 1968
    a person is guilty of robbery if he steals and immediately before or at the time of doing so and in order to do so he uses force on any person or puts or seeks to put any person in fear of being then and there subjected to force

    b) is causing or is likely to cause alarm, distress, or annoyance to members of the public

    59.3.a order the person driving to stop the vehicle
    59.3.b seize and remove the vehicle
    59.3.c enter any premises on which he has reasonable grounds to believe the motor vehicle to be
    59.3.d use reasonable force if necessary to do any of 59(3)(A-C) above
  • 59.4 a constable shall not seize a motor vehicle in the exercise of the powers conferred on him by this section unless
    A. he has warned the person appearing to him to be the person whose use falls within subsection that he will seize if it that use continues or is repeated; and
    B. it appears to him that the use he has continued or been repeated after the warning
