    Undemocratic
    difficult wording

    Need for expert knowledge -e.g. new technology. so it is more reliable.
    Need for consultation - to make sure it is accurate
    Need for local knowledge - parliament cant know everything
    Need for detailed law - lack of parliamentary time. All the other bodies do the rest of the work
