  • Stolypin the new Prime Minsiter engineered elections to increase the number of Octobrists.However the more extreme left-wing increased enormously because the Bolsheviks Mensheviks and SRs decided to participate causing it to be more radical
  • The second Duma was therefore even more oppositional than the first and it opposed most Tsarist proposals including agrarian reform that Stolypin had proposed
  • Stolypin tried but struggled to pass agricultural reform and so passed legislation under the Tsar’s emergency powers while the Duma was not in session 
  • There were changes to its composition when Stolypin (illegally) increased representation of the gentry
  • The Duma criticised the administration of the army so the police framed radical members of the Duma for encouraging mutinies giving the Tsar an excuse to dissolve the Duma.
