  • Stolypin - Countryside Reforms
    1. Introduces land reforms to increase production
    2. Did increased food production; record production in 1913
    3. Encouraged landowning farmers (KULAKS) to become more efficient by buying up land from poorer farmers
    4. Created alienated class of poor peasants; went to cities to find work, or stayed as unhappy labourers
    5. Removed high mortgage rates
