    Romanian orphanages have poor standards of care especially when it comes to forming relationships so they also have extremely low levels of intellectual stimulation .
    can't generalise the understanding of institutionalisation Romanian orphanages to UK orphanages which may have better standards of care.
    Care Standards Act 2000- required to have intellectual stimulation- checked by Ofsted and CQC
    British orphanages may not lead to similar emotional deficits like others around the world reducing the utility
