Utilitarians would be happy if a wealthy person paid off a fine with no financial difficulty. Satisfies GHP as society is happy the fine has been paid and offenders face no real pain.
Consequence: no real element of punishment
Punishment could cause far worse for others, so doesn't actually meet GHP.
