• Culture- secularisation, reduction in religious belief. In some cultures men have a different status to women (bigamy), what is considered to be justice varies according to different cultures( financial payment to victims)
• Time- academic research can change laws(smoking), values of society change which leads to new laws(suicide). Secularisation, reduction in religious belief(homosexuality).
• Place- lack of resources means some police forces don't have the resources to tackle lower-level crime(possession of cannabis).
