Kohlberg moral development explanation believed that criminals have different levels of morality compared to non-criminals.
Kohlberg conducted research that suggested our morals develop with our age. However, for criminals this is different or somehow stunted. They do not have the same morals. This lack of morals leads to criminal behaviour.
