  • Economic growth had reached 3% per year in 1996 - the highest for many years.
  • The average rate of GDP growth between 1994 and 2000 was 2.7% (the aim was 6% per year).
  • There were still around 22 million people living in poverty by 1999.
  • Unemployment increased by around 2% per year between 1996 and 1999.
