Tyranny of the minority - only a small number of Congressmen/states needed to block an amendment. The Equal Rights Amendment passed the HoR in 1971 and the Senate in 1972 but only 37 states out of the 38 needed ratified it. The 13 states which did not only made up 24% of the population at the time.
