Abuse of power = Semantic field of suffering. 'Marks' suggest the metaphoric scars left by the controlling system. 'every' is repeated to highlight this universal feeling. Blake uses alliteration to link despair (woe) and futility (weakness) to amplify how damaged London was
'mind forged manacles I hear'
connotations of slavery. 'Manacle' are a direct of control or they have created their own internal mental prisons. 'Forged' refers to a blacksmith = production of manacles in the mind
'Youthful harlot's curse'
Inequality for women = Is she cursing as in swearing or cursing others like men who exploit her? 'Youthful' = direct criticism of conditions of the young, poverty and lack of opportunity has lead her to early prostitution.
'Runs in blood down palace walls'
Power ends up in the wrong arms = criticism of monarchy = This blood may be for the soldiers who are holding a revolution or those harmed in the previous stanza. Blake accuses the monarchy of wasting lives on causes that have no meaning to ordinary people
Structure = repetition of 'charter'd' shows the vast amount of land privately owned. Repetition of 'marks' shows the inescapable repetitive suffering in the poem
