  • Actions of the rule enforcers and media in response to deviance bring about more deviance. Cohen argued media present crime in a way that glamourises and dramatises it to make it seem like it occurs more frequently than it does. This can enflame more crime. This in turn creates a folk devil - a deviant who is targeted by media and portrayed as a threat: their behaviour is exaggerated.
  • Therefore causing a moral panic - an outrage stirred up by the media about a group or issue which causes a desire for more knowledge / news on the topic. Labelling behaviours as deviant and criminal creates a wave of concern about the threat to society.
