  • Germany was to become a Republic
  • All Germans over the age of 20 had the right to vote
  • The Reichstag (parliament) was to be elected by Proportional Representation (60,000 votes = 1 deputy, percentage of seats is more or less the same to the percentage of votes)
  • The President was to be elected by the people and would choose a Chancellor to run the Govt. in the Reichstag
  • Article 48 allowed the President to rule the country in an emergency without the Reichstag
