  Nuclear war was not going to be stopped simply because a piece of paper had been signed.

  It did not cover MIRVs which were a new development capable of carrying multiple nuclear warheads on a single missile
• Strengths


  It had great symbolic importance and showed that both sides wanted to reach an agreement and demonstrate their better relations publicly

  Nixon visited Brezhnev in Moscow shortly after SALT 1 was signed to further show these better relations to the public.

  In 1974 the two negotiated about SALT 2 which they hoped would focus on matters not solved by SALT 1 and work to better improve peace.
