If crime is a result of a self-fulfilling prophecy, due to individuals being labeled as 'criminal' and then living up to that label, then different policies can be tried
Decriminalisation
1. Decriminalising minor offences such as possession of cannabis would mean fewer young people were labelled as criminals
2. A criminal record can prevent them from getting a job and to further offending
