  • Civil War hastened the creation of a one party state. Politburo was formed in 1919 which made decisions instead of Sovnarkom
  • Soviet government - headed by Sovnarkom with an elected Central Executive Committed as a law making body. Elected by the All Russian Congress of deputies but actually a one party state
