140,000 signed a Greenpeace petition to ban plastic microbeads in products such as toothpaste and exfoliants. This was done following two years of international campaigning, producing reports and pictures depicting the scale of the problem
Greenpeace is likely an outsider group by choice so they can go against the government to campaign using methods such as civil disobedience and ecotage which gains attention. These aren't methods that are always successful as it can alienate them from the public and cause them to lose support.
